In 2014 P&DG were instructed by St Modwen Developments Ltd to seek planning approval for 190 dwellings on a part greenfield, part brownfield site. P&DG made initial submissions through the Local Plan process, obtained demolition consent for the removal of extensive factory buildings and obtained an EIA screening opinion. While the scheme offered significant regeneration prospects, the site was constrained by the proximity of a neighbouring food processing plant and an adjoining historic tip, giving rise to strongly held local and political concerns about its redevelopment. Through working with specialist consultants, and a problem solving approach to negotiations with the Council and Statutory Consultees, we were able to convince key stakeholders of the proposal’s benefits and mitigation potential. Following public consultation and a technical presentation to members, P&DG were able to minimise opposition. P&DG entered into a Planning Performance Agreement with the Council to provide client certainty on process and timescales, achieving a Committee resolution to grant planning permission within six months of submission.
